Provincial jurisdictions require Oil and Gas Companies to have Emergency Response Plans (ERPs) in place for all of their field assets (oil wells and piplelines). The purpose of the regulations is to insure that the people nearby to these installations are notified quickly and efficiently in the case of emergency or during maintenance operations. Up to date data is required on land ownership and occupancy within a mandated radius of the operations.
Initially, companies used field crews to collect the information on area stakeholders and create maps using GPS technology. The requirements stipulated that the data for the ERP had to be updated every two years. This time and labour intensive process was costly and inefficient. It was also clear that information on landowners and occupants quickly became obsolete.
